Thing about carb cleaner is, if you spray it into the carb or add it to your gasoline, it'll do what it's designed to do: hold the oil in suspension, and strip the lubricating oil right off the cylinder walls. If you wouldn't run your motor with no oil, don't run it on carb cleaner.
Seafoam is great stuff, I use it, keeps the carbs clean and prevents carbon build-up in the cylinders. But it's not strong enough to clean a dirty carb. It really has to be disassembled for proper cleaning.
Could be ignition misfire, could be a fuel problem.
Start with compression test and spark test (see the engine FAQ section for how-to).
Inspect fuel tank for water/debris, make sure fuel line holds pressure.
Squeeze the primer bulb while it's acting up...if it collapses (won't open back up after you squeeze it) it's a restriction upstream of the bulb or else a faulty bulb. If it resolves the problem, the fuel pump is weak.
Then rebuild the carb.
