If the high speed jets are too big on one carb. can that cause the plugs that match with that carb to foul out. I had the 115 hp jets in on the top carb and the top two plugs were fouling out.

Yes. Your 85 hp engine is a small-displacement engine. 92 cubic inches. The stock carb main jet is a .054. The 115 hp engine is a larger bore engine, at 99.6 cubic inches. The 115 main jet is .063. Basically, you not adding any more air, but are significantly overfueling the top two cylinders.
