76 evinrude 25 hp harness need to be plugged in?

i bought this 76 evinrude 25 with electric start. the guy i bought it from said it was on a pontoon boat, he gave me the wiring harness with it. does the harness have to be plugged in (with key on) to get spark? i dont have the key switch they just cut the wires on that end. or can i just unplug the harness and it should spark? if thats the case i guess someone could just unplug the harness and pull start it to steal your boat. i relpaced a bad coil and still no spark. also i read that there may be a fuse near the soliniod but i sure dont see one. unplug it. yes, someone could do that.

The key switch acts to kill the motor when turned off. Without the harness/switch, it will be "on".
