hello wizards...

I got a good deal on a v-hull aluminum, trailer, and 9.9 'rude. I've noticed a few small things wrong with it, but the only one that's got me skunked is the manual start mechanism. I've gotten the appropriate schematics from the Evinrude website, and looked them over, but it isn't helping.
Basically, the kid I got this from had broken the rope, and when he replaced it, lost the top washer that goes on the bolt that holds the starter to the manifold.
In it's place, he had put a very thin nut he found in his shop. The differences between the nut he used and the original washer can't be so different that it would cause to happen what is happening. This is what is happening...

As you pull the rope, the spring catches and causes the toothed pinion(?) to rise and engage the flywheel teeth. As this rotates (counter clockwise) it is putting tension on the nut (washer) and inevitably the bolt. This in turn loosens the bolt. This causes it to get wobbly and loose, and then the teeth become more and more unmeshed...which eventually wears on the teeth of the pinion. Also the looser it gets, the less the recoil spring wants to do it's job... Bad design??

As I was sitting here I thought of one thing...maybe the rope is being led around the wrong way...maybe this thing is supposed to be turning clockwise? Please help this newbie... thanks.
