76 OMC outdrive question

Motor starts and runs good. When transmission disconnected from shifter the drive runs forward and reverse. The problem is twofold. 1. Shifter does not move outdrive in reverse and 2. When shifter is engaged the starter sticks and engages and won't shut off until battery is unhooked. Any ideas?
