77 140hp Evinrude stalling

Engine starts and idles fine on the muffs.On the water it stalls when i lower the fast idle lever and when it satys running it will stall out when i put it in gear.And if it doesnt stall when i put it in gear i have to get it up to half throttle before i notice a change in rpm.Spark is good and compression is 110,100,105 and 110.
