77 johnson 115 slipping or lower unit prob

Had a great day on the lake until the end. The boat had been running great at WOT most of the day. Later it started to slip like it was fuel starved. I would put it in neutral and start back up again and it would be fine. Got some gas at a marina and after that it wouldnt go faster than trolling speed at WOT. When I got back I checked for a slipping prop hub. In forward gear I can turn the prop counterclockwise 2-3 turns and then it seems to catch. I cant turn the prop clockwise at all. In reverse, I cant turn the prop either way. With the prop off I can turn the shaft counterclockwise but not clockwise. Any ideas guys?

clairify, will the motor turn up rpms, in gear, or just only turn low rpms? you are not clear about the problem.

sorry - tach wasnt working. rpms were slower. I'm pretty sure its not a spun hub or a lower unit. After reading other posts - i'm going to troubleshoot the fuel system. I think I got some bad gas.
