My motors do the same and the float in the carbs causes it. I would rather have mine a tad on the high side than to have a motor quit as I try to maneuver to a dock in the wind.

You did not mention if the 1000 rpm was in the water or on the trailer. If on the trailer it should drop a couple of hundred rpm due to the back pressure when the lower unit is submerged.

I would leave it as is.

thanks solittle thats in the water.its funny i noticed it when i was fishing i was idling down a bayou when i noticed my bow rope was in the water,my friend walked to the front of the boat to get it and the motor started reving up higher as he got close to the front,so i put it in neutral and trimmed up and my rpms went up with it.i figured it was my float but i was wondering how to stop it so it dont rev to high in neutral when im trimmed up.

Another possibility is that your idle speed is set too low. There is increased back pressure on the exhaust with the engine down which lowers the idle speed. Set the idle speed with the engine trimmed down not up or on the muffs. The engine should idle adequately with it trimmed down and would speed up if you raise it.
