'77 Johnson only one TNT cylinder is working. Any ideas?

I'm repowering my boat and the TNT was working fine when I took my old motor off. I got another motor and am putting it on and noticed that one of my trim cylinders is fully extended and I can't push it in by hand. When I hook the TNT directly to my battery the cylinder next to the motor goes up and down perfectly, but the far cylinder won't move. Anyone know what could be causing this?

Update. I opened up the line at the bottom of the cylinder that was stuck up...then I used a rachet strap to pull the cylinder down. Now that cylinder is unresponsive. I can move it up and down somewhat easily with my hands, but it doesn't respond when I run the motor up and down. The other cylinder is still working as it should.
