'78 3 cyl. 70 hp, not getting fuel...

my buddy has a 3 cylinder, 70 hp evenrude and the top carb does not get enough fuel. it does not run smooth or at high rpm. so we took the intake air box off of the carbs and test run it and it ran the same.... but then I put my hand over the carbs, one at a time, and the bottom and middle carb made it worse, and when I did it to the top carb the engine reve'd up and run smooth. it ran best with two fingers laid across the intake so that some air could get past. it ran great. he just bought the boat and it ran good on the trial run and as he was returning to the dock the engine just started missing and this is what we found so far. could the fuel pump have gone bad and not getting fuel to pump up to the top carb? the fuel tank is 16 feet forward of the engine, could there be too much line between the tank and the fuel pump? oh.... I forgot to mention... when we are running WOT and the engine is cutting out and I pump the bulb fast and hard the engine speeds up and runs great and when I stop pumping it returns to a stumbling, half throttle, piece of floating bit of..... aluminum. what else should we look for? thanks Lou
