78 Jonson 25 hp Trouble. Help? Advice?

I bought my dad's old motor. He bought it new in 1979 and it has always ran well for him. I got it last fall and only ran it once before winter but everything seemed to be great then.

I ran the line and motor out of gas before pulling it out of the water last fall. Before it got cold I changed the oil in the foot. There was water but my dad said that there had always been a little water when he changed it before winter.

Now comes spring and I've had tons of trouble. It runs rough, won't idle slow, fouled plugs and generally sucks. It seems like the trouble started after I switched tanks early this year but I think it was running a bit rough before that and I chalked it up to cold weather. I've since changed to a tank of fresh gas/oil mix. My thinking was that the gas could have been older than a few months if my dad had always kept filling and using the same tank (there are two tanks total).

I've also replaced the old fuel line, put a kit on the fuel pump, replaced plugs. Both cylinders have good spark. My next action will be to replace the fuel line connectors.

It runs ok and then coughs and blows smoke about every 20 seconds. I'm also seeing a little oil in the water which makes me nervous.
