Follow the steps in the post chiefalen linked and that should either get you going or eliminate 90% of the system as the problem. If still no joy, do a search on 'OMC tilt' and there's a few good threads on this topic. Check back here if you have any specific questions. There's a good chance that your tilt motor will need to be cleaned up or rebuilt too. They are prone to moisture and corrosion, especially if the bilge has ever been flooded.
It just takes forgetting the plug ONCE.
