'79 Evinrude 55 HP losing power-Throttle

I'm new at this, so please be gentle. I bought a 1970 something boat with a 70's something engine, got a good deal. everything worked. last week I was on the water, and it began to rain.... Hard. halfway back to the launch, I started to lose power. The nose of the baot began to come up, and we slowed down. At first I didn't notice it, so I pulled the boat out, and trailered it up. 4 days later, I went to put it back in the water, and it acts as if it is getting no fuel. I took the cover off changed the plugs, (had fouled them) checked the spark, checked the fuel filter on the side of the engine, even tried to spray carb cleaner while wide open throttle. nothing seems to work right. will start right up if start lever is all the way up, and stay half way running if wide open throttle. but if I try to slow the throttle, she dies. took the propeller off, (need to replace it anyway) and it doesn't look like it should be this way. oily water mix. any ideas would be usefull. I'll try pretty much whatever.

Do you have spark on both cylinders?

yes, I do. I put the boat in the garage to get a little more room to work on it. I pulled the plugs and both are getting Plenty of spark. this led me to the fuel lines. pulled those, no problems there. I have been led to believe that the carbs are in need of being rebuilt. I guess my question is "Why?" I ran it all year last year, a dozen times this year, and then all of a sudden this happens?
