With the info you have supplied this is just a guess. Just because you pumped the bulb doesn't mean the fuel got to the combustion chamber. Could be a clogged fuel filter (if you have one) or clogged carb.
What it does say is that you are suffering from fuel starvation. I'd chase gas before chasing spark on that engine.
