My 115 is leaking through the carbs. I just put in new needle and seats and new floats into my carbs and adjusted the arms to merc specs ( 13/32 upside down and a 1/4 hang) However, when i squeeze the bulb really really hard, fuel still comes out throught the carbs, thus through the needle and seats, why? they are brand new, i just installed them tonight! Is this normal? Shouldn't the needle close and bypass the fuel out the top of the float bowl cover hole (located on the side)?

It is not uncommon for these seats to pass fuel when the bulb is pressed -- really hard--. In fact, that is sometimes an advantage when trying to start the older inlines.... as it allows some fuel to get through to the cylinders prior to start-up. Keep in mind that you can generate a lot of pressure with that bulb; far more than the fuel pump does when running. Bulb should still be firm prior to start-up.

What you don't want to see is fuel drooling out of the front of the carbs. If it comes out the front when squeezing the bulb, your float level may be set a bit too high. Either way, you don't want fuel drooling out the front, especially when the motor is running.
