Flywheel. Should be fairly easy to find at marine salvage yards.

You have to be careful as the 78-79 engines used a fine or coarse ring gear on flywheel and either a 8 or 9 tooth count on bendix. The fine tooth bendix will not fit a 8 tooth starter due to shaft diameter difference, this is why most people upgrade to a later model starter and flywheel as more easier to find than the fine tooth, and it picks up cranking rpm by about 50 rpm.

The large one on top of the motor is the flywheel. The small gear on top of the starter is the bendix. Which one has the worn spot?
