800 stringer shift cable question

I have a question installing the shift cables. My manual is not very clear on this. It said to pull the short cable while sliding the housing down on the shift arm. I did that and forgot, actually did not even think to check the operation and assembled and put the drive back on. My cables are out of time and the s o b won't shift. I had it in neutral ( it shifted freely by hand) when i put it together. What position should I have been in and shouldnt i be able to pull on the cables lightly with pliers and make it shift? any help is appreciated summer is freaking zooming by and it has taken me way to long to rebuild this old drive! With the housing cover removed, pull the notched gear paddle all the way up to reverse. pull the short cable all the way out and lower the housing down and keep pressure on the short cable and pull the long cable and the housing should drop into place. If the cables are stretched any at all you may have to pull the long cable just enough to pass 1 notch on the roller gear in the housing.
