81 Glastron Carlson Ski Machine Speedometers

I recently purchased a 1981 Glastron Carlson Ski Machine

The boat has TWO speedometers. One does nothing. One is functional. What is the non-functioning speedometer for?

One is just broken or disconnected, they both should be functional to be accurate for tourney ski runs.
