'82 4 hp starter rope moves flywheel

Reassembled my motor after installing new coils. Model number is E4BRHCNR

There is a horizontal lever on the front of the motor. It changes the timing and moves a cam which controls the carb. When I place the lever in the "start" position, then pull the rope, the flywheel turns to the left and the lever goes to the left most position [stop].
There is a shift lever on the starboard side, and it doesn't matter which position the shift lever is in. It is like it is stuck in the fwd position. It did not do this before I took it apart.

Any ideas of what is wrong and how to fix it ?

I looked at the exploded diagrams on BRP before my initial post. I just tried to drop the lower unit, but the shift rod is stuck down near the gear case. I removed the powerhead, and the throttle arm still moves when I try to crank it.

So I have 2 problems: 1) Shift rod is stuck; and 2) Pulling the rope twists the flywheel. Still need some help if anyone has a suggestion.
