82 70HP Mercury Carb Adjustment

I am trying to adjust my idle on a 1982 mercury 70HP 3cy (Ser # 5579017 THRU 6428680) outboard and having no luck. Please be aware that this boat has been a re-build for the last few weeks, replacing parts, adjustments, etc. The boat has been tested in the water and had never gone full throttle. It will alwasy bog down as if it is getting ready to flood out (to rich). Last trip out, with the entire cover off, I got the boat at full throttle while adjusting the carbs (please note fuel lines, carbs and gas are clear and clean). Then, when I put the cover back on, the motor suffocated and died. I pulled it off and it ran strong! Figured it was more adjustments that I didn't have time for.
Today, while out for another test run with all wiring tested for another issue (started like a dream every time) the boat would not go full throttle. I take it into a small cove, pull off the whole cover and make some adjustments and BOOM, it takes off. Then, with the cover back on, it bogs down again. I had someone try to drive the boat while I adjusted the idle screws on the motor (cowl cover on but the sound attenuator cover off) but no luck!
Is there something I might be missing? Something with a jet? the idle mixture screw? inlet needle?

Duh, during my tear down and re-assembly i reveresed the check valves on the fuel pump. This created a bad seal at both check valves as the gasket was on the wrong side.
