'82 9.8 Merc rescue. Got a few ?s

A friend gave me this thing and dared me to get it running. Game on. I removed 4.5 lbs of dirt dobber nests and gave it a good hosing off. To my surprise it had great spark and hit a few times on ether. (Yes I know better that to use that stuff);) I did a compresion check and it had 110 lbs on #1 and 95 lbs on 2. That seems low but i'm not sure what it's supposed to be. That's question 1.

The next obvious problem is that the tiller handle is scraping on the bracket so much that I can't turn the motor w/o tilting it up. There is no unusual play in the bracket/swivel assembly. I can see no reason for it to be doing this. Any thoughts would be appreciated.

I am subscribed on this. My '70 7.5 does the same thing and I can't see what or why it is hitting. Mine is at the point of where it just barely kisses right now.

I have a 1974 9.8 Merc I am trying to get going and I got 120lbs. compression on both.
So I figure new or rebuilt they must have probably 130 or more.
I think the rule of thumb is, have all cylinders within 10 lb.
