82 Johnson V4 wont start

Ive got an 82 Johnson V4 that will crank and wants to go but doesnt seem to be gettting fuel or spark. I put in new plugs-didnt help. Pulled the carb off and cleaned it- didnt help. Was getting ready to try new gas and oil then found that one cylinder is getting no spark. I wouldnt think this would keep it from running completely, would it?? Coils are new. It seems one of the orange wires off the power- pack is not working. Does this mean I need to replace the power-pack. Just wanted to check here before I fork out the $$ for that part.
Just background info.-Ive recently replaced 2 head gaskets, thermostat, waterpump, coils, and plugs.

first off do you have a maual for the motor? Second i would follow the steps on page one sticky and go under "my motor has been sitting for 2 years" this will give some ideas on how to wake your engine. if you haven't already i would check the compresion , then maybe swap coils to see if you have a bad coil even if it is new. as for the powerpack i know they are not cheap and i sometimes jump to the conclusion to replace too soon , so maybe you shuld get more opinions , and do a little more trouble shooting before dropping the extra money.

You have to have all of the wiring complete and in place for it to work; then test for spark with all of the spark plugs out.

You need 300 RPM and full use of the primer solenoid while cranking to start that motor when cold.

Before playing parts roulette, it would be good to clean all of the wiring up on the engine and make sure that all of the contacts and grounds are cleaned to bare metal.
