82 merc 9.8 pee problem oil problem

I'm working on a 9.8 merc and I have a couple of issues. Originally my compression was low around 70's but after a good de-carb with some seafoam I have achieved compression of around 115 psi on both cylinders. Here is my issues.

Pee Problem:

I have replaced the water pump impeller and at first it was peeing ok but after the decarb for some strange reason it is not peeing as good. In Fact when I started the motor up this morning after allowing some sea foam to sit in the cylinders for a good 12 hours there was not only the expected large amount of smoke coming from the exhaust but also the pee hole was pushing out smoke. And this was when the motor was cold. What could this be? Is there any specific gasket that might be causing this problem?

Oil Problem Bottom end:

I noticed also some milky sludgy oil coming from where the bottom end "foot" mates with the rest of the motor. I checked my foot oil and it seems ok. Where is this coming from and why?

Anyone have any insight on these two problems as anything I find doesn't seem to apply or has already been checked. Also what are the chances of having to change the plugs after a de-carb. The compression is still good but the motor seems to no longer want to start. If I prime the motor and pull the choke it will run for a brief moment but stalls out and will not start at all with the choke in now. ?????

When you changed the water pump impeller did you make sure the water pump upper housing outlet tube was making a proper seal on the steel tube to the power head . If the outlet tube is brittle and looks burnt ,I would do a complete water pump rebuild .It is most likely steam not smoke coming out of the tell tale.
The oil problem at the lower end could be that water is outlet tube and mixing with unburnt oil in the exhaust tunnel , Check the water pump.
The not running / starting problem could be in the carb. I had a similar problem , I took the carb and fuel pump and filter apart and cleaned it with carb cleaner , it purrs like a kitten know.

I agree on just about everything except that it was for sure smoke coming out of the pee hole because it was right away on a fresh start and it was during the decarb so as soon as I started the motor there was lots of smoke and the motor was cold. Could the smoke be coming out the pee hole because i'm testing it in a tub instead of with muffs.
