82 Mercury 40 HP Starting Problem

I have a 82 Bass Tracker III with a 40HP mercury 2 stroke motor.
I am having some issues with the starter or with it starting.
When I hit the key it almost seems like the starter bogs way down during the first two turns of the starter almost stopping and then picks up speed and then turns over normally. I have checked that the battery is fully charged and once the "hard spot" is past the motor turns over at regular speed. Once the motor starts it runs very well.
Could this be a spark advance issue or possibly a starter problem?
Thanks for any suggestions of what to look at.

I would check the starter solenoid and the starter. I have a 1970 40hp and the wiring on the bottom of the starter was dry and cracked so i pulled the starter and rebuilt it and cleaned the brushes. It was great for 6 months and I ended up replacing it with a new starter. The solenoid also went out on me and I replaced it. I would start by checking the wiring on the solenoid. If you search around on the forum you should be able to find what the voltage should be between the poles on the solenoid when you turn the key on and then to start. If those voltage readings are wrong, I would start by replacing the solenoid. If they are correct, I would check the wiring on the bottom of the starter and see if the connections are good, as the stress put on them sometimes can cause the connection to fail.
