83 Evinrude 115 choke

Just purchased a boat that has this motor on it. Model E115TLCTE. I have to remove the motor cover and manually pull the choke lever forward before it will start. It does have a choke solenoid that wasn't hooked up. I ran a wire from the solenoid to the battery and it clicked and moved the plunger? up, however the choke lever did not move forward. I need to know how to get the choke to work without having to pull the cover off. This is not very easy on the water. Pretty much everything on the boat had been rewired and is a mess.

there is suppose to be a spring from the plunger to the choke linkage. and a purple wire to the choke solenoid.

The 1983 V4 models do not have choke plates on the carburetors; they have primer solenoids with valves that allow fuel to be injected into the intake manifolds, bypassing the carburetors.

Here's an exploded view of your primer (very different from a choke). You can order that spring or a kit from BRP or from the iBoats store.

sorry ezeke is correct.
Primer Solenoid
the primer replaced the old choke butterflies in the carborators, pushing in the key activates it, like the old choke plates, but injects fuel directly into the intake.
The red handle is used when your battery is dead, and you have to rope start. You move the handle 180 degrees.
Normal operating position is with the handle back over the body of the solenoid, like in the picture below.
