'83 Johnson 60HP barely has reverse...

Is an '83 Johnson 60, 2-cyl. I just bought the boat a few weeks ago. Someone had removed the stock throttle lever and installed a Morse single lever control. Pushing it forward is fine, it goes into gear and moves, though...throttle does slow down on it's own sometimes, have to push the lever forward a little more again.
But, reverse is the big problem. I have to pull the lever WAY back to get into reverse and then there is little room left for throttle control, can barely get over idle speed in reverse. Is that a Morse control problem, cable adjustment, or engine problem (linkage possibly?)?

On the shift cable where it enters the engine compartment, you will see a large black trunnion nut. Try adjusting this to get more reverse. You may have to do the same with the trunnion nut on the throttle cable too...
