84-86 115hp tower of power studders above 2.5k

I just got done redoing the lower unit in my 115 tower of power and boat was running great for about a hour. I hit a big wake and started speeding back up and a few seconds later it starting missing a stumbling. I slowed down and it idled fine so I thought it was a fluke. So I tried to plane back out and it would not go over 2500 rpm's and was stumbling and surging at that rpm I checked everything I could see on the fuel side and all seamed fine. Starts fine and is smooth up to 2k but surges bad after that. Most I could get out of it was 3200. Fuel pump was just rebuilt along with new plugs, fuel tank and filters. Any ideas? I am sure the motor is 84-86 model no distributer ignition.

No idea's ? I am leaning that it is ignition related as I tried pushing fuel in it and it still did the same thing. Would a faulty rectifier do this? My tach works but the charging was acting funny for the first 20mins of running it than seemed ok.
