1984 Evinrude 90HP v4. Runs ragged won't turn up in the water. Holding the start enrichment in makes a big difference. Can a fuel filter cause this or is it more of a carb problem. Was running much worse and I cleaned the connections on the buss. Put mickey ears on it and ran ok. Put in the water and worked it which requires more fuel and would not turn up. Tried the rich button and it helped. What next?
