84 evenrude 40 horse, starts then stalls out

I have an 84 evenrude, worked very reliably for years. Has fresh gas mix. (auto oiler is been bypassed for 5ish years), use stable in fuel etc.

It starts reliably if using the choke/advance. Then stalls out sputtering like it's fighting for fuel even wtih fast idle high. Looking around at old posts this sounds like a fuel issue and recommends dipping/cleaning/rebuilding the carbs. I'm ok doing that but there is something a little different that I want to make sure before I do that.

After it stalls, if I got and flip the red level on the fuel advance solenoid to the manual choke position (not run) I here a sucking sound and then a small click. Then it starts up again easy. Rinse repeat,

Cleaned plugs etc, battery is fresh.

That sucking sound I didn't find described anywhere else, makes me wonder if there is vacuum built up somewhere. The fuel bulb is still firm and not being sucked flat.

Thoughts? Or is that just what the fuel advance sound would be? Should I just jump in and rebuild the carbs? Thanks
