84 Evinrude 150 XP- Lower Unit Seized??? HUH

Hey guys,
Long story short- Im on a limited budget searching for a motor for my resto boat. I found a guy online that has an 84 Evinrude 150 XP strapped to a boat. He said the boat is non-running due to the lower unit being seized. Ive never heard of anything of any sort and was wondering if you guys have heard of this condition?

If so, assuming that compression is good and I buy this boat/motor. Is there any tricks to un-seizing it? Or am I looking at a whole new lower unit purchase. Or is this a sign of bigger problems?

Yes, the gear case is blown up if it is "seized", or it is rusted solid. It will most likely be junk on the inside if that is the case. I hope he is selling it at a very low price. Outboards are not much good if they can't move.
