'84 Merc 150 - V6 2.0 - Rebuild - transom mount bolts?

When I bolt the transom mount back onto the transom what keeps the water out of the boat?

Looking at parts lists I don't see any rubber grommets or anything but steel bolts, washers & nuts.

Silicone caulk to seal the water out of the transom, bolts and boat.

Use Stainless steel bolts and silicone...

I've got the original bolts so I'll just make sure I've got silicone in there.
