84 Mercuriser 140 Controls Question

I bought a boat with a 84 Mercruiser 140 I/O.
The controls are different than any merc I have had in that you apparently pull the handle out from the wall to disengage to neutral for throttle only, there is no button to bypass shift. But when I turn the key it only engages the starter when straight up vertical position, which ought to be an idle position only. Is this normal or is there a link to a manual for this type of controls or starting information?

Pulling the handel out gives throttle only and throttle can be advanced by itself. If it`s not released ,advancing the lever activates the neutral safety preventing starting in gear.
