85 140 v4 cooling problem no water from tattletell

I have an 85 evinrude i think its a looper but how do i tell the thermos are on each head behind a cover that has 4 bolts. I pulled the covers and found one not in it and the other was there but that side was getting so hot i coldnt keep my hand on it more than a second. there is wate out of the lower vents and from a port on the front toward the transom in the lower unit. Do the thermos have to be in it? It ran cooler after i pulled the other one out. The compression seems low it is like 70 psi on all. it runs pretty good and fires pretty easy its does deem to pop and miss a lttle but smoothes out above 1500. Do i leave them out and run it or will i kill it doing this. why wont the water come out the peehole? it didnt even work with the thermo in. Is this compression too low? I tried a decarb and it didnt phase it. and yes my gauge is right.

Is this motor new to you?

If so, you need to go over the entire cooling system and replace as needed starting with the water pump and impeller. Flush the cooling system with compressed air or the garden hose, clean debris from the water intake area, and YES, replace the t stats. Without the tstats, the piston and cylinder wall could be damaged in a short period of time, they are a vital component of the cooling system. Also remove the tell tale hose and clean it out, along with the 'nipple'. Spiders and little critters are notorious for building their nests there.
