85-86 mercury 25 horse pull cord

i am having problems with my pull cord when i tighten the center bolt on it. it wont let the dogs out if i tighten it up 2 much. it wont spin. i didnt know if anyone knew where i could find a scamatic of it or could tell me how to do it thx.
