'85 Evinrude 140 VRO. Runs on choke but then dies

This thing has always had an issue with low speed operation. It has sat for a year. I pulled carbs, cleaned and used OEM carb kit to put it back together. Started first turn of the key. However, it dies when I close the choke. Any ideas of something I could look at before I drag it in to a shop?

The carbs still need some attention, check and make sure you put the floats and needles in correctly.

Pushing the key in opens the primer valve.-----Fuel then goes into the motor and appears to be flooding the motor and it stalls.---That is what is supposed to happen !----Do a compression test.

I took it that when he let off the choke it died, it wasn't clear though
