Syncronize the carbs with the ignition advance.

Sounds like the choke is not working properly for starting.

Clean the carbs up or adjust them for the bogging.

TMD

There should be some small screws on the carbs. Flatheat screws. Head size about 1/4 in.

Turn them counterclockwise 1/8 of a turn.

TMD

I suggest you obtain a OMC service manual for the
engine. It explains the syncronization procedure
with pictures and diagrams.

Mike

I agree with the previous posts, but think about adjusting your starting procedure. Bypass the automatic choke by pulling the choke button all the way out. Pump the bulb until it's hard (or you're reasonbly sure that gas has been pumped through to the carbs). Open the throttle as far as you can (all the way if the safety switch has been broken or removed, then back to the fast idle starting position). Crank it over for about 10 seconds. If nothing wait for 10 or 15 seconds and try again. If she pops but doesn't fire (or sounds like she wants to take off), push the choke button all the way in (choke off), and try again. etc. etc.

and it doesn't hurt to talk to her a little....
