85 HP Force Gears

I have an 85HP Chrysler/ Force outboard that runs like a sewing machine! but when I go to shift it in gear it appears to be all or nothing to get it going once its in gear its fine but from the ramp it keeps poping in/ out of gear. Does this sound like a gear issue or more like shift linkage adjustment needed?

The seal on the lower unit might be the problem?
It corrodes under the seal and it siezes the shift rod making it hard to shift.
Try unhooking the linkage when you put it in the water.
Then try shifting by hand.
If it shifts and stays in gear? Then it's the linkage/cables.
If it shifts easily and still pops out then it's probably the clutch dog in the lower.
