85 hp force idling

Just took the carbs off of my 1987 85hp force and cleaned them out. The boat runs fine, but now has a week idle. Should I adjust the idle screws on the carbs or adjust the throttle linkage?

Throttle linkage is the idle adjustment. The screws on the carbs are for the fuel mixture at idle/low speed.
