'85 johnson 15 hp - powerpack ground sparking

Greetings, I rebuilt an '85 Johnson 15 hp over the winter and finally got it put back together and ready for testing. It started up easy enough but I noticed a consistent spark coming from the powerpack ground. My first thought was that the ground was in the wrong spot as I put the ground under the upper powerpack bolt as this is where it seemed to want to go and I didn't record the location when I took it apart. So I moved the ground out from under the powerpack but I'm still getting spark. Can anyone offer me any advice on how to fix this issue? Thanks for any help,

That's odd. Exactly where is this sparking? There must be a poor connection at the point of sparking. OR, perhaps there should be no connection where the spark is occuring. Need to know where that is before making more guesses

It looks like it's sparking where the ground lockwasher contacts the powerhead. I made sure the bolts were tight so I don't think that's the issue. Could the charge be generated somewhere else in the system and just be getting released at this point? The ground wire looks in good shape.
