85 Johnson 40hp tiller bogs at slow idle

Hi,
I live on a canal and have to "no wake" idle about two blocks before I get to the main water. While doing this the motor starts to bog down and will stop if I don't press the electric choke. Once it does stop I have a heck of a time getting it going again. Any ideas?

On any engine you start with compression, fuel, ignition. If all check's out, I would look for a fuel delivery problem in the low speed circuit of the carb's.
