86 50hp, 14 foot, seems slow

1986 force 50, on a bayliner 14 foot.
rebuilt carb, new fuel lines, bulb, fuel pump, coils, plugs.

now the problem,
i changed the prop, went with a flatter pitch and now it seems slow. i went out on a windy day and it seemed slow to get on plane. the gps showed a top speed of 18mph.
i noticed at wot, the buttlerfly went past mid way and it bogged (butterfly went past midway and into a closed position)
maybe timimg? i have not checked the points, could this be it?
runs great, idles great, just seems to lack top end.

Do a comp/spark test.Then check your linkage.The butterfly can actually go past half way but not to closed.
Going from say a 15p to a 13p should raise the rpm.
What rpm are you running with the old prop and with the new?
No tach, hook up something You can't tell true performance without one.J

i have tried a number of tachs, but still havent found one that works.
the compression is good, i am not sure how fast the boat should be going?

my guess is a linkage problem.
