'86 85hp force low WOT RPM and poor fuel economy

Yesterday was the first time in a while I was able to go out on the water without worrying how the motor was going to run. All the basic stuff I did was posted in this thread http://forums.iboats.com/showthread.php?t=475805

I did have a couple issues while I was out there that would be nice to get resolved.
1. First, my WOT RPM is only 4400 with a GPS speed of 32mph. The speed may be good but the RPM seems really low. The prop that is installed says 15c on it and nothing else. I don't know what that means. I also have a prop that is pretty dinged up that says 13x19. I just keep this one around as a spare. What would be the correct prop to use on a 16' bayline capri bowrider?
2. Second, I seem to be getting really poor fuel economy. I estimate it to be around 1mpg based on GPS distance travelled and fuel consumed. I was travelling at WOT and idling most of the way. I don't expect alot with an old outboard but this seems pretty bad. Is this normal or do I have some fuel issues that may be related to issues 1 or 3
3. Finally, my holeshot tests were good. I could go from a stop to WOT without any problem, but if I tried to go from part throttle to WOT it would bog down and not move. I would have to go back to idle speed then WOT. The bog seems to happen around 2400 rpm.
