my boat has a rack & pinion steering system, it turns right pretty easily but turning back to the left is difficult, what can be done to correct this? thanks for any advice

Take a look at the position of your trim anode. It should be just left of the center position. If not loosen it and move it there. It might take some playing to get it correct but remember you don't have power steering so it will be a little harder turning to port. Called prop torque. :D

it is much more difficult to turn left than right, even out of water, engine not running.

My misconception - sorry. Looks like now you can start by looking at binding cables, worn, frayed, etc. Remove the cables from the motor and see if there is any difference in the action of it all. If stll binding then you need a new steering unit or cable replacement. If it is smooth then check the movement of your motor. Don't know what kind of motor you have but there is usually a zerk fitting under the cowling to add grease. It's usually one or the other, unless the boat has been sitting for a while then they both might give you a fit.
Right now it's just trial and error on your part.
