86 Evinrude 90 VRO No reverse throttle

I am new here and definitely don't consider myself a mechanic so I am seeking help from you guys. I have had a number of boats mostly with outboards.

I just bought an 86 Glastron with a 90 VRO engine. I was having a problem with stalling at idle so I replaced plugs and added seafoam to gas per my local marina's suggestion. IT seemed to idle a little better (runs fine at higher speeds) but the bigger problem is when I shift into reverse there is next to no throttle if I can even keep it running.

The only way to shift into reverse is to press and hold down the fast idle lever with one hand and pull back on the shift/throttle handle with my other hand. Shouldn't the fast idle lever stay down all the way if I push it down and release? It seems to go into reverse but without any throttle it is pretty much useless. I did pull the engine cover off and discovered a missing bolt on the metal cover that holds the shift cables in place. I will replace that missing bolt but my gut tells me there is more to the problem.

The Evinrude manual doesn't provide any help but suggests having a qualified mechanic look at it if there isn't sufficient idle speed.

You might check and make sure the cables are adjusted properly.
