86 johnson 150 rough idle

I just recently bought a 86 johnson 150, i finally got it started and it idles rough, when i give it gas it shuts off and then it takes a while to start back up, already change spark plugs and coil pack, i was wondering if rebuilding the carbs would help

Its most likely the best thing to do.
