86 Mercruiser 470 runs great but stalls out intermittantly

I have purchased this boat to fish the finger lakes and great lakes of New York... Not feeling good about the reliability to go on big water. Purchased 1 year ago and had problem first time out with boat. Ran great for a while (20-30 minutes), then would begin to lose power as if starving for fuel or not firing on all 4 cylinders.. since that time out much has been done to boat. Exhaust boots and elbows replaced, new water pump impeller in stern drive, carb rebuilt by dealer, tune up new plugs, points, condenser, rotor, cap, etc. Inline filter changed, fuel pump filter changed, fuel tank siphon tube checked for cracks, new fuel line installed, fuel tank emptied and new fuel added.. dealer mechanic has checked out system and has stated everything is running great and has ran engine with ear muffs many times for 20- 30 minutes without fail. Problem still exist when I run on lakes... what are we missing here? Mechanic said he would run on local river under load but flood conditions of river make this impossible at the moment.. Have read similar forums with intermittent failures of this nature but never found a posting with the solution. Help please, I would really like to get boat out for end of Salmon season. I should mention that the engine re-fires and runs great for a while longer till next failure.. Also noticed that inline filter has very little fuel in it while running.. about 1/4 inch or so.. is this normal.? I would expect it to be near full at all times. failures are at all speeds from idle to wot.

check wiring a loose power or ground wire going to coil will cause it to stall
