87 15 HP Johnson throttle locked

I just bought this beast, starts and purrs beauty, problem is I can't advance the throttle at all, tried moving gear shift, thought there might be a cover interlock, nothing, it will not budge off dead slow

Is it a tiller handle model, or does it have remote controls?
