87 20hp johnson impeller ????? no water out of tell tale

yesterday i had to run the boat in a nasty weed patch and then i noticed that the engine was not peeing out the hole, so i then pulled the impeller out and the looks fine, i aslo noticed when i droped the lower unit that the water tube their was a platic, maybe rubber grommet on the top of the tube was split in half and looked burnt and realy brittle just wondering when i put it back togther can i just pick the rest of that piece out, take off the power head or what.

now for the no water could their be something stuck in the water ways ????
