I pump the bulb, it doesnt harden up. I hear a noise almost like a soft duck quack behind the carb area. First I replaced the zip ties on fuel lines with hose clamps but noise is still there. I suspect maybe a seal leak? Engine will run but stall due to lack of fuel I suspect.

Maybe a leaking float needle. But also could be a leaking fuel pump diaphragm.

One other thing to check, the primer valve (little blue plunger on the right side of the carb as you're looking at the front of the motor) works when it's depressed, to route fuel directly into the motor. If the primer plunger is stuck down, it'll cause a 'leak' and you'll flood the motor.

Without your Ser # can't be sure this is exactly your carb but they're all pretty similar.
