'87 90 horse mariner wont run past 2500 rpm

My friend has a 1987 90 horse mariner that won't run past 2500 rpm. Starts and idles ok but won't run at full power. It doesn't stop it just creeps along at wot. A mechanic told him that he needed a power pack, a stator and a rectifier. Does this sound right? He wanted to charge him $1200 for parts and labor. Is there anything else we should check. The compression checked out good on all cylinders and there is fresh gas in the tank with some sea foam added in it.

go to a different mechanic that dude is trying to rip you off i would find it hard to belive you need all that and it still runs , i have seen mechanics like that myself they are parts replacers not mechanics , after you do all that and it still does the same damn thing then he will check the timing etc . its much easier and cheaper to have a good mechanic test all of the outboard for problems fuel and ignition and adjust or replace what is causing the problem . then to throw 1200 dollars at it and hope that fixes it

just an fyi a power pack is 200-300 assuming you mean the cdi, the startor is 375-450 and a rectifier is 3 bucks but thats up here in Minnesota... ih you have good spark you could eliminate cdi and stator, if it intermitant then yeah you probably need it done.
